Specializes in fiscal federalism, interprovincial trade, and macroeconomic policy. Published in leading journals including the American Economic Review and the Canadian Journal of Economics. Co-Director of Finances of the Nation and frequent contributor to public policy debates in Canadian media. Recipient of the Harry Johnson Prize and the Vanderkamp Prize.
